THE PROCTORS GRANT
Ian Proctor Designs Limited – Topper Development Grant
1. The international Topper, designed by the late Ian Proctor, Royal Designer for Industry and Fellow of the Royal Society of Arts, has since the mid nineteen seventies introduced tens of thousands of people to the sport of sailing. The Topper boat provides the chance for people on modest incomes to enjoy a healthy and rewarding sport in a strictly one design boat, so ensuring fair competition between all capabilities, ages and sex.
Following on from the philosophy that was developed with the design of the boat and also to help in the expansion of the Topper and sailing worldwide, Ian Proctor Designs Limited have decided to launch a new initiative.
2. Ian Proctor Designs will give a grant of £1,000 per year to a new, existing or forming national Topper Class Association, wherever they may be in the world. This will be on top of the 0.5% Royalty that will normally be paid to a properly constituted Class Association for every boat sale in that country.
3. The annual grant will be made at the discretion of Ian Proctor Designs in conjunction with the Chairman of the International Topper Class Association and the International Topper Class Secretary.
4. All applications for the grant must be made by 31st December of each year. A decision will be made by following 1st February and so the grant year will run for 12 months from that date.
5. The grant may only be used by the recipient Class Association for activities that furthers the interests of the Topper Class boat in the applicant’s country or territory.
6. The grant will be paid to a properly formed Class Association that is recognised by the International Topper Class Association and once the following criteria have been satisfied. The submission for the application for a grant should include the following:
· A full description of the applicant National Class Association whether it is already formed or in the final processes of being formed. This should include a copy of the constitution of the organisation, a list of the officers of the Association, numbers of boats in the country, numbers of members including a full database of up to date contact details including e mail addresses, and the full details of the local agency or distributor. The National Class Association should already be or about to collect a subscription from its members, part of which will be paid to the International Class Association to support its international activities. The International Committee will notify this amount in due course. This amount may be reviewed from time to time to take into account activities and inflation
· A description of how the grant would be used by the applicant Association to further the interests of the Topper in their country or territory. Particular consideration should be given to plans for the introduction of more individuals to Topper sailing through training, cruising and racing programmes.
· The applicant, once they have been awarded the grant will, at the end of the relevant grant year, submit a report to the International Topper Class Association describing how the grant money has been used. This report should be submitted by 1st March following the end of the grant year.
· The National Class Association that has received a grant will not be entitled to apply for another grant for at least two years after the end of the grant year for which they received the money.
